UBC Safe Cities Commission meeting and HAPEX26 pilot exercise in Hamburg

UBC cities are invited to join the UBC Safe Cities Commission meeting and the CREWS Hamburg Pilot Exercise 2026 (HAPEX26), scheduled for 7–9 September 2026.

The CREWS project, involving 13 partners from eight Baltic Sea countries, is developing a cooperation model, digital tools, and training modules to better integrate organised volunteers and spontaneous helpers into crisis management structures. These solutions are being tested through a series of exercises across the region. One of them, HAPEX26, will simulate a flood scenario occurring during an extreme heatwave.

UBC participates in CREWS as an associated organisation and encourages members of the Safe Cities Commission to take part in the exercise. Participants are responsible for their own travel and accommodation expenses. The exercise will be conducted in German and English.
