Theme of the Bulletin: “Building Inclusive Cities: Equality and Human Rights in Local Governance”
 

Across Europe, cities are facing shared challenges related to inclusion. Supporting migrants and refugees, responding to demographic ageing, and countering disinformation, hate speech, and social polarisation are responsibilities that increasingly fall to municipalities.

In this context, local governments play a crucial role in ensuring that all residents – especially those at risk of exclusion – can fully participate in urban life. Particular attention should be given to groups facing structural barriers, including migrants and refugees, minorities, LGBTIQ+ persons, persons with disabilities, older and young people, and individuals experiencing poverty or homelessness. By actively addressing inequalities and removing systemic obstacles, cities can create environments where diversity is recognised as a strength and equal opportunities are not only declared but genuinely realised.

This edition of the UBC Bulletin invites member cities to share inspiring examples, good practices, and lessons learned demonstrating how municipalities promote diversity, strengthen social cohesion, and advance equal access to services and opportunities for all residents.


Join the knowledge exchange with your peers by submitting stories under the following themes and beyond:

  • Combating discrimination and hate speech at the local level.
  • Building safe public spaces for all – addressing polarisation, radicalisation, and exclusion.
  • Mainstreaming human rights in municipal policies and decision-making processes.
  • Providing inclusive public services – education, housing, healthcare, culture, and social support.
  • Promoting youth participation and intergenerational dialogue.
  • Creating safe and welcoming cities for LGBTIQ+ communities.
  • Supporting the inclusion of migrants, refugees, and minority communities in city life.
