UBC General Conference 2025 Brings Baltic Cities Together for Action, Advocacy, and Change
The XVIII UBC General Conference, taking place from 4–7 November 2025 in Słupsk and Dolina Charlotty, Poland, will unite over 200 mayors, councillors, and urban experts from across the Baltic Sea Region under the theme “Reinforcing UBC Member Cities’ Role in EU Policymaking and Participation in EU Funded Projects.”
As the European Union gets ready for its second Multiannual Financial Framework (MFF 2028–2035), this year’s conference is crucial. The General Conference will discuss how local governments may have a greater say in policymaking and obtaining direct funding, as cities are increasingly leading the way in implementing EU priorities in sustainability, digitalization, and inclusiveness.
The programme features two strategic plenary sessions and more than ten interactive workshops on topics ranging from climate-neutral tourism and education innovation to support for Ukraine and youth participation in city governance. The Opening Plenary will feature inspiring voices such as Magdalena Adamowicz (Member of the European Parliament), Krystyna Danilecka-Wojewódzka (Mayor of Słupsk), Aleksandra Dulkiewicz (Mayor of Gdańsk), Mantas Jurgutis (President of UBC), Dr Gustav Lindström, Director General, CBSS), Dr Henryka Mościcka-Dendys (Undersecretary of State in Ministry of Foreign Affairs), Marcin Skwierawski (Deputy Marshal of the Pomorskie Voivodeship) as well as video messages from Themis Christophidou (Director-General, DG REGIO) and André Sobczak (Secretary General, Eurocities).
The second plenary, “EU Funding and Advocacy – The Role of Cities in the MFF 2028–2035,” moderated by Igor Jojkic (UBC Brussels Antenna), will bring together Kieran McCarthy (European Committee of the Regions), Claire Roumet (Energy Cities), and representatives from Riga, Växjö, and Słupsk to discuss how cities can better shape and access EU funds.
The UBC network will be highlighted as a center of innovation, collaboration, and advocacy for stronger cities and a stronger Europe during this year’s General Conference, which offers both strategic discussion and useful results.
