UBC Safe Cities Commission, as a representative of the project ”ReSit – Situational Picture of Volunteerism for Societal Resilience in the Baltic Sea Region”, is asking to fill in and/or to forward the questionnaires in your organization/ administrative branch throughout your country.
The aim of the project is to create a situational picture of how authorities and volunteers co-operate in the field of civil protection in the Baltic Sea Region, promote volunteer use and activities and to create recommendations for that matter.
The questionnaires are headed at authorities and leaders of volunteer organizations / leaders of entities that organize volunteers in the field of civil protection in your country: authorities in rescue services, emergency services and civil protection in municipalities or regional level as well as police and border guard and the leaders of volunteer fire fighters, volunteer rescuers and volunteers giving support services in civil protection.

About the project
The project was initialized after Directors General for the Civil Protection in Baltic Sea Region created a Joint Position on Enhancing Cooperation in Civil Protection Area in 2017. Increasing involvement of the local authorities and civil society organizations was defined as one of the recommendations in that joint position. The project is directed by Ministry of The Interior of Finland and funded by Ministry of Foreign Affairs of Finland. It´s carried out by The Finnish National Rescue Association (SPEK) in co-operation with Danish Civil Protection League, Frederiksborg Fire and Rescue Service and Liepāja Municipal Police/Union of the Baltic Cities. Civil protection covers a wide spectrum of activities involved in protecting a civilian population in the event of natural or man-made disasters. Civil protection includes prevention, planning, preparedness, response and recovery from disasters.
