(Latvian: “Atvērto datu pieejamības un apstrādes stiprināšana vietējas izaugsmes un pilsētas pārveides veicināšanai”; acronym used: OD4GROWTH).

OD4GROWTH helps Liepāja City improve access to municipal data, build capacity to process and reuse those data, and publish selected datasets so they can be used for business development, local economic growth and urban transformation.

Objectives

• Audit municipal data holdings and design data architecture and scenarios for a municipal data warehouse.
• Identify, prepare and publish municipal datasets on the national open‑data portal (data.gov.lv) and promote their reuse by businesses and civic actors.
• Build local capacity through learning materials and stakeholder engagement (surveys of local businesses and good‑practice exchange with partners).

Key activities (planned / implemented)

• Data audit and mapping of internal data holders and flows.
• Business needs survey to determine priority open datasets.
• Collection and dissemination of partner good practices; stakeholder meetings and communications events.
• Development of an e‑learning environment / course material on open data for municipal staff.
• Preparation and publication of selected municipal datasets on data.gov.lv (examples include CO2 emissions datasets).

Reported outputs / expected results

• Completed data audit and identified candidate open datasets for publication.
• E‑learning materials and at least one training/course prepared for municipal units.
• Publication of municipal datasets (CO2 emissions among them) on the Latvian open‑data portal; municipal documents list multiple datasets to be published.

Current status

Project in progress. A data audit and preparatory activities have been completed and datasets have been prepared for publication; further implementation and publication work continues.
