TIPS4Ukraine is one of the Committee of the Regions (CoR) flagship initiatives for supporting local and regional authorities of Ukraine. It aims to foster collaboration and deliver impact by creating sustainable partnerships that can accelerate knowledge sharing and lay the foundation for future projects. The 2025 cycle of TIPS4Ukraine successfully concluded with 44 Ukrainian staff (political and expert level) from 22 municipalities across 13 EU countries completing their training.
Applications for the 2026 cycle of TIPS4UA are now open.
The current call is targeting EU hosting organizations (municipalities and regions), who are invited to offer training positions to their Ukrainian counterparts and contribute to reconstruction and recovery efforts at the local and regional level in Ukraine.
The call builds on the results of the 2025 pilot phase, where municipalities from 13 EU Members States participated. With the 2026 edition, we aim to broaden interest among EU cities and regions and count on you support in this regard. From the CoR side, President Kata Tüttő sent a dedicated letter to all CoR Members on 21 October.
The deadline for the EU hosting municipalities and regions to submit their interest is 20 December 2025.
The 2026 edition of TIPS4Ukraine includes several key novelties:
- Regional-level participation: Up to 5 regions can join, accompanied by three municipalities from their constituencies.
- Scaling up training placements: More opportunities for Ukrainian counterparts.
- Extra financial incentive: for small municipalities (under 50,000 population) without an EU partner to participate in the programme.
