UBC Member Cities cities will come together in Słupsk to adopt policy positions on the EU Multiannual Financial Framework (2028–2035). The proposal calls for direct funding access for cities, less red tape, and a stronger role for local voices in shaping Europe’s future. This common attitude reflects a united urban demand for increased power, easier access to EU funds, and acknowledgement of cities as vital collaborators in determining the European agenda.
According to the statement, cities should have direct access to EU funding, with at least 10% of cohesion policy funds designated for urban-led projects. They should also be able to take advantage of streamlined administrative processes that would make EU programs more accessible. The report also urges that city networks like UBC be formally included in the early phases of EU program design and that all MFF programs have a stronger urban component.
UBC President Mantas Jurgutis emphasised that the next MFF must empower cities as strategic partners: “Local governments deliver Europe’s priorities on the ground—whether it’s green transition, social inclusion, or digitalisation. The next EU budget must reflect that reality.”
The policy position will be formally presented during the conference and shared with DG REGIO, the Committee of the Regions, Eurocities, and other institutional partners. It reinforces UBC’s role as a trusted intermediary between Baltic cities and European decision-makers, ensuring that the region’s voice is heard in shaping the future of EU funding.
